This deliverable presents a comprehensive needs analysis of the technical and socioeconomic factors shaping task–technology complementarities in the manufacturing sector. It explores how emerging AI technologies, global megatrends, and evolving workforce dynamics intersect to influence skills development, organizational readiness, and inclusive digital transformation. Drawing on policy roadmaps, industry insights, and evidence-based frameworks, the report identifies key enablers and challenges for fostering human-centric, AI-enabled manufacturing systems aligned with Industry 5.0 principles.

SkillAIbility policy toolbox prestandardisation roadmap
This deliverable presents the SKillAIbility project’s policy toolbox and prestandardization roadmap, analyzing gaps between current industrial, skills and training policies and the evolving needs of AI-enabled manufacturing. Drawing on stakeholder consultations, national and regional policy analyses, and projectlevel evidence, it identifies structural challenges including persistent skills shortages, misalignment between training systems and industrial realities, governance fragmentation, SME access constraints, territorial disparities, and insufficient integration of human-centered and accessibility principles. The analysis highlights that digital transformation in manufacturing reshapes tasks rather than eliminating jobs, requiring task-oriented, practice-based and inclusive upskilling approaches. It also identifies pre-standardization gaps related to AI-augmented skills profiles, human–AI collaboration, and inclusive training validation. In response, the deliverable proposes a structured prestandardization pathway and a policy toolbox linking identified gaps to targeted policy orientations.
