Dawn of the Human-Only Era: Reframing Human-Centric AI and Workforce Values in the Age of Automation and Symbiosis

This policy brief explores how artificial intelligence (AI) can be developed and deployed in ways that centre human values, agency, and participation. Based on insights from the SkillAIbility roundtable session at IFAC MIM 2025 in Trondheim, it addresses the urgent need to reframe the discourse from “humans versus AI” to “humans with AI.” The brief outlines key challenges and opportunities related to AI adoption in education, the workforce, and policymaking, with an emphasis on transparency, ethical design, and inclusive governance. It proposes actionable recommendations to ensure AI systems augment rather than replace human capabilities, advocating for structural changes in education, labour policy, and regulatory frameworks. As Europe navigates rapid technological transformation, the brief calls for deliberate, human-centric approaches to AI that foster collaboration, preserve social cohesion, and empower individuals in all sectors of society.
